Michael T. Shannon




Mr. Shannon is a partner at Crabbe, Brown & James, LLP and is a member of the firm’s Zoning & Land Use practice group, as well as its Local Government Law section. He concentrates his practice in real estate land use and development law, regulatory disputes with governmental agencies, regulatory permit expedition, eminent domain, construction contract disputes, and all areas of municipal law. Mr. Shannon represents both private and public-sector clients. Before joining Crabbe, Brown & James in 2001, Mr. Shannon was a partner in the Columbus office of Thompson, Hine & Flory, where he founded and developed the firm’s Land Use/Government Regulations practice areas.

In addition, Mr. Shannon has over 32 years of public sector service, with a diverse development and regulatory background. He served for 8 years in senior-level positions within the State of Ohio Development Department for former Governors James A. Rhodes and Richard F. Celeste. During his tenure in the Development Department, Mr. Shannon regulated Ohio’s Industrial Revenue Bond and Direct & Guaranteed Loan Programs. He also oversaw the federally-funded Trade Adjustment Assistance Loan Program.

From 1984 to 1988, Mr. Shannon was the City of Columbus Labor Relations Administrator, responsible for negotiations with uniformed and non-uniformed municipal unions. He was also the sole hearing officer for all disciplinary and grievance matters for all non-uniformed personnel employed by the City of Columbus.

From 1988 through 1992, Mr. Shannon was the City of Columbus Development Regulations Administrator, responsible for all Building and Zoning Code enforcement in Columbus. In this capacity, Mr. Shannon was responsible for regulating and licensing all trade, welding, electrical, plumbing, HVAC, and home improvement license holders.
